National Assembly Passes Landmark Police Institutes and Police Trust Fund Bills
The Nigeria Police Force (NPF) has achieved a significant milestone in its reform and modernization drive following the National Assembly’s passage of the Police Institutes Establishment Bill and the Nigeria Police Trust Fund (Amendment) Bill, 2025.
These landmark legislations provide a solid legal foundation to build a modern, accountable, and well-equipped police institution that can meet the security needs of a dynamic society. Together, they will usher in far-reaching changes across key areas of policing in Nigeria.
Transforming Training and Financial Structure
The Police Institutes Establishment Act addresses decades-long gaps in professional development. It consolidates and modernizes all police training and research institutions nationwide, strengthening their administration and expanding their academic capacity. The Act ensures that training curricula reflect global standards in:
- Law enforcement
- Leadership
- Investigation
- Technology
- Community policing
This will allow the Force to coordinate professional training more effectively, upgrade infrastructure, adopt modern technologies, and establish collaborations with reputable local and international institutions.
The Nigeria Police Trust Fund (Amendment) Act guarantees consistent and well-managed funding for the Force. It fortifies the NPF’s financial and administrative structure, ensuring greater fiscal transparency, accountability, and sustainability. This dedicated funding will cover essential operations, logistics, training, equipment, and improved officer welfare, addressing critical factors that have long constrained the Force’s operational capacity.

The reforms place a strong emphasis on officer welfare and motivation. The new laws provide for:

Inspector-General of Police (IGP Kayode Adeolu Egbetokun, Ph.D., NPM) commended the National Assembly for its commitment and expressed deep appreciation to the President, Commander-in-Chief of the Armed Forces, His Excellency, Asiwaju Bola Ahmed Tinubu, GCFR, for assenting to the Bills. The IGP described the presidential assent as a strong demonstration of the administration’s resolve to modernize and professionalize policing in Nigeria.
The IGP assures Nigerians that, with this renewed legal and institutional framework, the Force will redouble efforts to elevate its training standards, nurture world-class officers, and deliver efficient, accountable, and citizen-focused policing services nationwide.
This development is hailed not only as a milestone for the Nigeria Police Force but also as a victory for national security, professionalism, and public trust.
