The National Board for Technical Education (NBTE) has delivered a forceful warning to professional and examination bodies across Nigeria, demanding they immediately cease the illegal conduct and award of National Diploma (ND) and Higher National Diploma (HND) certificates.
The circular, issued by the Executive Secretary (ES) of NBTE, Prof. Idris Bugaje, and communicated on Thursday in Kaduna by Head of Media and Publicity, Mrs. Fatima Abubakar, addresses the concerning trend of unauthorized bodies designing, conducting, and awarding these technical certificates. Prof. Bugaje outright condemned these activities, labeling them illegal and a clear violation of the NBTE’s establishing Act.
The board firmly stated that the NBTE is the sole legal authority empowered by Federal Government Decree No. 9 of 1977 (as amended by Act 16 of 1985) to approve, accredit, and regulate all programs leading to the award of ND and HND certificates in Nigeria.
Furthermore, the NBTE clarified that only accredited Technical and Vocational Education and Training (TVET) institutions are authorized to run ND and HND programs. These include Polytechnics, Colleges of Nursing Sciences, Colleges of Health, Colleges of Agriculture, and other specialized institutions that meet the board’s strict standards.
The NBTE is prepared to take regulatory and legal action against any body found engaging in these unlawful practices. The board urged stakeholders and the public to ensure strict compliance with the established regulations governing technical education. This action reinforces the NBTE’s prior commitment in September to crack down on “mushroom entities” masquerading as polytechnics, which erode the quality of education nationwide.
